Hypothesis & Method (MVP)

The core hypothesis is that a reinvestment-first stewardship model can reduce residential churn and improve educational continuity while remaining financially sustainable. Early measurement prioritizes stability indicators (turnover, school continuity) and affordability indicators (rent burden) and pairs them with operational metrics (maintenance response time, capex cadence) to avoid purely narrative claims.
